Regular meeting of the City Council present , Mayor Thornton
Councilmen Curran, Parsons, Pozzi , Scott , Shaffer, Strain,
Woodworth;
Minutes of the last meeting approved as printed except the
word- net was left out of the proposal for the sale of property
by Mr. Bauer for a Library site, his offer was $ 25,000.00 net.
Councilman Scott reported that ar,mistake wassmade in the salary
second operator at the disposal plant that he was paid $25.00
less than the pay scale set up for 1959othis should be corrected.
Motion passed to the have the amount of salary corrected
in stead of $ 375.00 should be $400.00 per month, and that is
starting the first of the year.
Councilman Scott also reported that the outfall of the
Treatment Plant had a very bad hole in it along the Russell
Road and a car sunk into the hole.
Scott made a motion and was duly seconded and passed to
have the Engineer draw specifications for a new out fall
sewer line from the plant to the river, and to have the City
Attorney draw an emergency ordinance for dame, and recommended
to the Engineer that the size of the the to be 3611 minimum,
and also addded to the motion agrit chamber, and to purchase
three acres of additional ground, and also Councilman Curran
recommended that� the storm sewer program should be included
in the motion.
Mr. Thatcher city Attorney requested of the council if
they had any knowledge of the break before the car ran into
the hole from the sewer boil up on the Russell Road. , no one
had any knowledge of the condition of the sewer line under
the break.
Council Pozzi made a report on the Library site, he report-
ed that he had a letter from Mr. Edmundson, and Mr. Pederson' s
attorneys offering a sale price to the City, Mr. Pederson
offers his part of the site for MsWO.00 plus costs; Mr.
Edmundson' s property for$10,100.00 plus costs. Motion duly
seconded and passed to accept the offer of Mr. Pederson and
Mr. Edmundson, and for the City Attorney to proceed with the
purchase.
Councilman Curran reported that he had a meeting with the
officers of the East Hilt Water System, and they would like
to have another meeting a week from wednesdayinight, Feb. llth..
Councilman Shaffer announced a meeting to be held in the
County Commissioners officer at 10 A.M. on the 10th. of Feb-
ruary on city county business, and for clerk to remind all_
councilman and Engineer.
Also for clerk to write Aggies at Port Angeles, and confirm
reservations for the Washington Cities Convention in June, 9th.

Mr. Paul Flimt jr. wrote a letter to the city council, a
representive of McLean & Co Inc. of Tacoma, stating that he
had studied the water agreement and the sewer agreement with
Mr. Dolman and J .R.Cole , and would agree upon portions of the
costs stated in the- agreements and to underwrite same , subject
to the following, an Engineering report relative to the feasibility
of this project . Approving legal opinion by a recognized bond
council on an issue of this type. Historical operating report
of the departments showing that the provisio6s of covenants for
previous bond issues are being met .
Mr. Dolman was present and Mr. Cole and Mr. Dalman stated
that they had to have a sewer system before they could move
ahead now and that they had a lot of contracts to build houses
when theycould hook to the server, and that Mould mean many
more people in the area.
Soc ial Security was taken up for the uniformed persongl
for the police departmerit, Dlotion passed to place in the hands
of the police committee.
Motion passed to have Mr. Flints letter refered to the Water
Committee and Sewer Committee , and discussion on same at the
rob. llth. meeting.
Two petitions received and read to the couricil, for the

West highways, arid. east of the Green Rive r.Ole nnSherwood
city engineer checked the petition and shows that 76.7% of th
assessed valuations were recorded.. Iiotiorr passed to set the
date of hearing at 8r.Pt'i. February 16, 195q at the City Mall.
Petition redeved and read to the council for annexation of
certain lands to the City of Dent , the area extends north
from the exi.sting City Limits on the West Hill to the Kent-
Desltloines Road and etc.1vIr. Sherwood City Engineer checked the
petition arid shows signatures representing 75.7 of the
assessed Valuations were recorded as land owners. Motion
passed to have a hearing on said annexation at 8 oclock at
the City Hall_ Kent on February 16th. 1959. Councilman Pozzi
voted no. on the petitions for a hearing.
City Attorney advised the council that the west side
petition was a part in the attemped incorporation of Midway.
Mr. Thatcher is to secure information on the upkeep of the
river if arid when it runs t1irought the city, by motion passed.
Complaint was made from Mr. Schi.erman at 41T E• Meeker
on the drainage problem that has been existing for some time.
Motion passed to have the street committee give findings on
drainage, conditions of Mr. Schiermans.
Appeal from Ruling of Planning Commission to the council
by Mr. Walker of Lumber Stores at 32)+ West Pleeker in regard
to the remodling of his building and not providing parking
area.
Motion made by Shaffer and seconded by Curran to uphold
the decision of the Planning Commission lost by roll call
vote 5-2.
Motion made to have discussion on the appeal with the
Planning Commission, Council and Mr. Walker, or any one
else that might be interested, no second.
Motion thht tha appeal be granted and Building permit be
granted Roll call vote 5 for 2 against , Mayor Thornton
granted the roll call vote passed to grant Mr. Walker the
Appeal. Councilman Shaffer took exceptions to the decision of
the chair that it should be 3/4 majorityg to carry.
Motion by roll call vote to sustain the decision of the
chair. Curran abstained, Parsons, Pozzi, Scott voting I;

vN Mr. Wambsey requested a change of the 611 water pipe into
o his new apartment. Motion to place in. the hands of the Water
Committee. carried.
Mr. Eckland was present at, the 66unei'1 .t4 re izest a de-
� � cision on his damage claim to his basement, if the city did
not settle the claim of $400c.00 and more he would sue , bet-
cause he not heard from the Insurance Co.
Motion that the city disclaim the responsibilty bf, the ,.�Iaim
as long as the Insurance Co would not pay same.
City Engineer reported thpLt it looks like the Stone-Crest
and Merrie Hill additions were not going to petition for
Storm sewers. Motion passed to have the Attorney draw a
resolution for drainage in the Knob Hill Addition.

chairman Shaffer, and Pozzi.
Mr. Thatcher reported to the council that the Insurance
Company did. not allow the Eckland claim.
Mr. Thatcher made a request of the council, and any motion

Councilman Curran explained the housing Authority Agreement tin
the council as they returned it from their office. They did
not agree on the screening terms as by motiom made at the
last previous meeting.
Motion made to adopt the greement as explained by Council-
Curran, and as presented by the Housing Authority, Roll call
vote was taken Curran voting; yea Parsons Yea, Pozzi Ney, Scott
yea, Shaffer Ney, Strain lea, Woodworth Ney. 3, yeas, 4 neys.
Motion lost.
Councilman Pozzi announced that there would be a meeting
Feb. 21, at Auburn on incenerators, and that Mr. Hayes Evans
would be present at the meeting.
Motion passed to set a hearing date on the vacation of an
alley on Knob Hill_ for March 2 , 1958 at 8 P.M. City Ball.
Councilman Scott made a motion and passed to commend the
Treatment Plant Operator Mr. Clements on his fine report on
the Treatment Plant , that was submitted at the _last regular
meeting.
Motion passed to have Emergency ordinance for the payment
of Police equipment.
Councilman Curran announced that he would vote with the
majority on the appeal of Mr. Walkers to make it sure.
Motion made and passed to have the clerk write a letter to
the Ivan Block Planners to request the written report that
was due January 31, 58, and to find out when it would be
presented.
