Regular meeting of the City Council present Mayor Thornton, Councilman Curran Parsons, Pozzi, Scott , Shaffer, ,Strain Woodworth. Motion duly passed to approve the minutes"as printed" of the last regular meeting. Report of officers presented and by motion passed placed on file; Councilman Woodworth explained to the council that the crosswalk at Van' s Shoe Store on West Meeker was not prog- ressing very fast on account of the Bank did not want to give a four foot walk way across their property, but I have not given up the project. Councilman Scott reported to the council that the Asst. Operator at the Treatmant Plant had a heart attack and was in the Hospital. Councilman Pozzi reported on the alley from Meeker to Smith Streets, between North Central Ave. and State Ave. has been a misunderstanding on the required drain by the Engineer, they have had prices on the job but not with the drain and it is a must in this alley, so I believe when the drain price is settled they will do the necessary improvement on the alley. Councilman Pozzi ; I hereby move that the City Engineer' s Estimate No. VII; of work done by the contractor Russ havis Concrete Construction Co of Tacoma, on Contract II in Local Improvement District No. 237 of the city be accepted and MNU�TESOECTEF 8R858RTO approved, that the City issue warrants on Local Improvement District No. 237 Fund of the city. in the amount of $336.58 to provide funds to pay such estimate; that said warrants be in the following numbers and denominations: Warrant # 60 in the amount of $ 336.5$. be dated July 21, 5$ be made payable to Grande & Co. ,Inc. of Seattle, Washington, and bear interest at the rate of 4.60% per annum; that the proceeds of the sale of such warrants be credited to"Local Improvement District # 237 Construction Fund" of the city created by its Resolution No. a$7, and be used to pay such contractor. The above motion, made by Pozzi, seconded,by Parsons, was d duly adopted by vote of 7 yes; 0 No. City Engineer recommended to the council to accept a portion of Clark Av . extending North of James Street for maintenance; also Tacoma"rvani Alexander Ave. 200 ft. west be accepted for maintenance. Motion duly made and passed to accept the City Engineers recommendation. Mr. Sherwood also reported that he and Mr. Wilson inspect- ed the Raney site , and inspected the test hole and it appears that it is not in lot 16, but somewhere in the vicinity. Mr. Sherwood reported on the culvert and stated that it drained a natural water way and the city should not remove from this locationalso Councilman Curran inspected the area down hill and up hill from the culvert and this he said carried alot of water in the rain y season, and made a motion to accept .the recommendation of the City Engineer, and leave the culvert intac .Clerk to write a letter to Mr. Calver$s Attorney, and advise of the action of the council. Councilman Curran announced that a meeting with the Obrien stockholders of the water system will meet with the council on July 2$th. at $' P.M. at the city hall, and previous to the $ P.M. meeting there will be a meeting at 7.15P.M. with Mr. Derbyshire of East Hill for a larger water main to his form on the Oliver Mill Road. Mr. Curran also stated to the council that the Underground and the Surface water permits were now taken care of at the Rock Creek 10cationp the permits call for 71 million gals. per minute. Councilman Scott announced that Mr. Perrins is going to construct 46 houses on the Derbydhire land and he wanted city water. Councilman Parsons informed the council that he had a meeting; with the Lirary Board members and that they were in full accord with the three motions of the council that were passed at the last regular meeting. Councilman Strain had no report on the nwww street light system, and he would have it for budget making he hoped. Councilman Shaffer made a report on a meeting with the Board of County Commissioners and the County Engineer at 210 clock neat monday in Seattle, and requested all that could attend and esp&cially the city Engineer, this meeting will deal with @ounty Roads. Mr. Shaffer also read a letter from the County and placed on file with the clerk, also announced that he had filed for State Senator, and that he should be withdrawn from the city Legitlative committee for cities. Councilman Woodworth was appointed in the place of Mr. Shaffer. Mr. Dalman presented a plat for consideration from the west annexed area. The plat has not been approved as to h having the signatures of the Planning Commission and the City Engineer as yet but will , when a few details can be cleared up such as four foot side walks, City Engineer has not give this item his favorable opinion . - Motion passed to set hearing on plat for 810 clock p.M. Monday August 4th. Motion passed to have the ordinance ready at this same meeting accepting the plat. Mr. Sherwood presented a letter saying that one more connection would be allowed on a 211 water main on 266th and 14221 S.E. for Mrs. Claire Aker. and no further connections be allowed on this line. Motion passed for the connection. ed �Nb Motion duly made and passfto adopt ordinance No. 987 approving a plat of portions of land in said city under the name of Miller' s Northern View Third Addnt subject to Mr. Miller giving proper easement's in lots for water main. Motion passed to have the present easement removed from the lots in the plat, by release. Councilman Curran moved that Rigby Homes Inc. eaements for drainage be referred to the Engineer for revilement. Councilman Strain stated that we had to do something about our dump condition because the -people on the hill by the dump cannot sleep or hard to breathe on account of the stinking smoke at times. Mr. Lothe was present on the dump condition. Mr. Scott made alengthy oration on how the dump could be fixed if money was available Councilman Pozzi wants to have sick leave laid out for all employees and days off, and other regulations so that he or any councilman would know what was going on. Councilman Parsons stated that he would be willing to frame a program of this sort, but he would not have it ready for next meeting. Letter read from Elvidge , Watt , Veblen &. Tewell, signed by Mr. Watt - stating that they could give a price on a condemnation proceedure if they had all angles on the case. Councilman Curran made a motion and passed to have the City Engineer give meets and bounds to the property so the Attorny can give a cost on the procuring of the land for the Raney sit Cur.
