Regular meeting of the City Council present Mayor Thornton, Councilmen, Curran, Parsons,Pozzi, Scott, Shaffer, Strain, and Woodworth; Minutes read of the last regular meeting and approved; Report of Officers Treasurer, Clerk' s and Budget, by i motion placed on file ; City Engineer reported on East Chicago Street, and Maple- wood Drive that a dedication of 30 ft. on the south side of Chicago Street , on the East side of Reiten Road to the qanyon, and 34 ft. dedicated to the west side of Maple- wood drive, the two strips will make 60 ft. streets. City Engineer reported on a street rightaway 'that Mr. E.E. Miller wishe*o deed to the City, this is an extension to the East on Guiberson Street about 500 ft. more or less. Kendall Construction Co plugged a culvert drain at the intersection of the Hamilton Road and the -North Road,during the laying of the water pipe line to the elevated tank on east hill, during the heavy rains it caused a persons base- ment to fill with water. Motion ,passed to have the clerk write a letter to our Engineers 't Hill & Ingmah"in regard to this matter and `have Kendall Construction fix the culvert tile .. Mr. Sherwood request of the council to be permitted too attend the Washington Chapter of Public Works, Jack Wilson included. Motion passed to grant the request of ,the City Engineer. Councilman Woodworth recommended that 2 hour parking be granted to Mr. Edline on 4th. Ave. South of Meeker to Gowe, on the East Side df 4th. Ave. only. Motion passed to grant the request.. Councilman *cote explained to the council that owing to the large amount of rainfall that the Treatment Plant had to by-pass the water straight into the river on Thursday. Scott also drew the attention of the council to the repent that was in front of them made out by the Treatment Plant Operator Mr. Clements, and after reading it over stated V thalit was a very fine report. Councilman Curren stated that he had before him a, letter from our Engineers and the US Department of Interior. Bonneville Power Administration stating that the contractor has completed his contract to their satisfaction. Motion passed to pay Estimate No. 5 to Nielsen Bros & jbhnson ContV. Company, Councilman Curran made a motion to pay F.M.Taylor on contract no. 5 on the North End Main job, and pickup his personal check up for $200.00 and deposit a certified check in the amount of $300.00. amendment to the motion to in- crease the check to $1,000.00, this to pay for the fixing of the streets that cannot be fixed, or put back as they were before the work began.Motion made and passed on the amendment to increase the check to $1,000.00 and certify. Amendment made to the motion that Mr. Taylor get a clear- enee from the State High-Way Department in writing before the final Estimate no. 5 is paid him. Vote on the original motion passed. City water crew has been working on the new canyon pipe line job, where the heavy rains has caused the dirt to give i away from the line and expose the pipe, the water Forman to keep close check on the labor and material cost of the job. Motion made and passed to have the old water pipe line easemant'taken from the Armscrest Addn. Mr. Thatcher City Attorney stated that he had a reply from the state examiner stating that the city should not pay the Recreation Director the extra money that was set up in our budget for salaries, because underithe circumstances the Director is an employ; of the County not the city. Resolution read and by motion adopted to loan $1,000.00 from the Garbage Fund to the Library Fund. Resolution read and by motion adopted to loan from the Garbage Fund to the Street Funnd $8,000.00. '' Mr. & Mrs. Drury was in attendance at the council meeting with' a request to speed up the water connection that theyw ^ ' waiting for and requesting the price to be the same as be- fore the last rate ordinance was put in effect for connections. Water committee is going to hold a meeting in the clerkts 'office to see if the water ordinance' should be changed. Motion passed to accept $75.00 from the Drrurys and have their water connected and sign an agreement that they will pay the new rate if necessary. Mr. Little and "is wife appeared before the council, with " a. complaint that Mr. Taylor that had the North End Water Main contracthad not restored his street back to. as good a condition that it was in previous to the construction wark. Mr. Little was informed that Mr. Taylor was requested to place with the city a $1,000.00 certified check to take care of such work. Mr. Coen was present at the meeting and requested of the council to delay the hearing on the plat of Mr. Sandwicks until the. Planners looked over that sectionp that he thought that it' was wrong to have a residental area at this part of the city. ' ' Motion made and passed that the route proposed by the State in its report to the city on the lfth. day of December be accepted by the council subject to the installation ofi'access and''egress and underpass agreed upon by the council, and Neil Shaffer to be spokesman for the council at the hearing fan. 22, 1958. Councilman Curran made a motion and passed to appoint Councilman Shaffer as Mayor Pro-Tem. ,Councilman Curran .made a motion for the City Clerk to print Xiilutes of the meeting and see that all councilmen get them ' a week prior to the next regular meeting. Motion carried. City clerk requested more help in the office. Motion passed to have Councilman Parsons Check over the work load in the office and come up with a recommendation/. Request for a release of easement in Millerts Addition for an 'old water pipe line that was granted in 1903. Motion pass- ed for the City Attorney to `draw the legals that were required.
