Regular meeting of the City Council present 14ayor Mooney, Councilmen Curran, Parsons, Pozzi , Scott; , Shaffer, Thornton. Minutes of the last regular meeting read and by motion approved; Mayor Mooney announced that the next in order would be the openning of bids. Bids were opened and read as follows for the sale of Bonds acid Warrents for LID 237. Grande & Co. Inc. of Seattle, will pay 100,05 of the par value for the bonds plus accrued interest , from the date of issue to. date of delivery. Warrents anal Bonds are to bear an interest rate of 4.60% per annum. ;Hughbanks Incorporated of Seattle submitted a bid for Bonds and Warr,6nts for LID 237; For legally issued warrents for 43/4°lo or 5.00 o at your option,,darr�nts tobe exchangeable as soon as legally possible for 5.00% bonds. For all bonds issued to us we will pay 100.36o of par value FLAT; Southwick-Campbell & Co Inc. bid on bonds and warrants on LID 237 , for bonds to be in exchange for warrants a price of- par plus a premium of �.07 for each one hundred dollars par value . Warrpnts and Bonds are to bear interest at the rate of 4.80 %. Badgley, Frederick & Rogers, Inc. bid on Bonds and warrents for LID 237, pay par for said warrants and Bonds plus a total premium of 5.00 for the issue, said warrants and bonds shall bear interest at the rate of 5.100. Motion passed to recess the meeting for five minutes to consider the bids on the Bonds & Warr4nts for LID 237. Motion passed to reconvene. Motion passed to accept the bid of Grande & Co , Inc. of Seattle Washington, for the following,We agree to buy from ° you all legally issued warr,4nts and bonds to be issued for �� Kent, Local Improvement District No. 237 , in the approximate L N amount of $95,000.00. We will pay par for the warrAnt s, .We W: will pay 100.05 of the par value for the bonds plus accrued OO interest, from date of issue to date of delivery. Councilman Curran reported on the letter of request from • R.W.Roberts, that if they put in the 6" inch water main along the Burlingame Road if the city would take over the main for maintenance.Ivlotion passed to have the Clerk Write a letter to Mr. Roberts and inform him that the city will not accept a water line that far out from the City Limits for maintenance. *m. Taylor was granted a 20 dar extension on the North Main Job, owing to the fact tiiat he could not procure a valve that was needed. Motion passed to grant Mr. Taylor 75 d4rs extension on the upper pump station job, on account; of slow delivery of electrical equi pinent. Motion passed t accept Change order No. •One on Rock Creek Supp� y :Main Contact six. 't Ace Construction Co ". for the amount $2, 934.99 net. Letter from Mr. Sandwick requesting a water main on Irourth and Winner Street ; portion t e on Winner, and portion to be on 4th ave. north of Winner. 4otion to place water main for Sandwick in the hands of the water committee. City Engineer will have a report on Perrins drainage:.in two weeks. Mr. Parrins was present at the meeting and sugested to the Council thht he was *ready for the drainage , that he did not want water in his houses. continued -18 k i� continued; Motion passed to have Heath J,,fg. Co? s request for a water main be placed in the hands of water committee. - City Engineer informed the council that the drainage on 237 LID was going along very fine. City Engineer was instructed to attend a meeting of the King County Planning Commission, subject Comprehensive Plan for the Countyp on December 5t�. also on December 6th. a I meeting on Sanitation and for. Jack Wilson to attend too. Police Judge R.E.Wooden resigned. Mayor P•2ooney, appointed Mr. George O' Dea to fill the vacancy, and by motion passed the council confirmedt the appointment of Mr. O'Dea. Mayor Mooney ask the council to have one of the girls in the Booth bonded to handle the fines and -inter in the book, the Clerk was instructed to have the bond attended to. L.H.Cavanaugh Treasurer pecIuested of the council to liquid- ate , and invest certain money, letter on file in the clerk' s office.Motion passed to grant the request as stated in the letter of December 2, 1957. Letter from McLean & Company stating; that they were ready to provide the additional �145,000.00 in bonds for the im- provement of the i,iater system, when an up to date report of the system is issued. Letter read from Fred feadowcroft chairman of the Operation Library Committee, stating that Miss Dprothy Alvord King County Librarian will be present- at a Meeting on December, Q. at 8P.M. location Junior High Schooll Cafeteria Room. she will explain the services offered by the King County Library system.. Motion passed to have Councilman Shaffer get in contact with Mr. Richard Thorgrirnson,,in regard to placing a proposition on the March election for to'-, if the people would like to vote a mill6-Age and or bond issue for a new Library Building, equipment and grounds, estimated about $100,000.00. and his fee Xpr this work. Resolution do. 389 by motion passed to to set a time for a hearing on the assessment Roll of LID 236, created by ordinance no. 953, has been prepared and on file in the offic.e of the City Clerl .the hearing is set for 6th day of January 195 at $,' oclock P.M. at the City Hall in the City of Kent, Washington, Ordinance N 0. 966 passed the vote of the council fixing the price of water connections, as read and corrections made there to. Councilman Shaffer announced that there would be a meeting at 1; 30 P.M. December 7th. at the Seattl-e Chamber, of Commerce on Home Rule , with the Interm Committee. Motion passed that the bid of Rainier Asphalt Pavin Company of P.O.Box 444, Renton, Washington, in the amount of L0,14;6i. 50 for work covered by Contract No. 1, for roadway preparation, asphaltic concrete surfacing, and related work, for. Local Improvement District No. 237 of the City of tent, said bid be- ing the lowest bid according to the engineers' analysis of bids on file with the City, be accepted and the contract for said work be awarded to the said Rainier Asphalt Paving Company, and that the action of the Mayor and City Clerk of the City, in heretofore executing said contract on .behalf of the City, be in all respects ratified, confirmed and approved. j Motion passed that the bid of Russ Davis Concrete Construction Company, 3314. Mt. Tacoma Drive , Tacoma 99, Washington, in the amount of $30,4.0.77, for work covered by Contract No. 2, for concrete .curb and gutter, sidewalks and related work, for Local Improvement District No. 237 of the City of Kent, said bid be- ing the lowest bid according to the engineers? analysis of bids on file with the City, be accepted and the contract for said work be awarded to said Russ Davis Concrete Construction Company and that the action of the Mayor and the City Clerk of the City in heretofore excuting said contract on behalf of the City, be in all respects ratified, confirmed and approved. , continued; q it continued :Motion passed that bid of Stewart-P•,lartens Company of 1724 Greenwood, Seattle , Washington, in the amount of .jp11, 656.30 for work covered by contract No. 3, for storm sewers, catch basins,and related work, for Local Iniprovement District No 237 of the City of Dent, said bid being; the lowest bid ac- cording to the engineers' analysis of bids on file with the City, be accepted and the contract for said work be award- ed to said Stewart-IvIartens Company, and that the actioh of the Mayor and the City Clerk of the City, in heretofore ex- ,:sq_,uting said contract on behalf of the City, be in all re- spects ratified, confirmed and approved. Mayor Mooney announced to the Council that he would have a written resignation to present to the council at the next regular meeting W which would be December 16,1957.
