Kent , Washington October 21, 1957.
Regular meeting og the city council present Mayor Mooney,
present councilmen Curran, Parsons, Pozzi, Scott , Shaffer, Strain,
and Thornton. ;
Minutes read and approved of the last meeting except, to read
as corrected Unnamed street vacated by motion; 15 ft . on the
south side and 15 ft. on the north side vacated leaving 30 ft.
in the center for public use as a street.
Officers reports presented and placed on file by motion, Clerk' s
Treasurer' s and Budget .
Councilman Thornton reported to the council that he had sent
letter to the state Engineers on traffic in regard to the signal
and cross walk on West Meeker.
Motion passed to grant Mrs. Graf a Trailer Court License. ,
Curran Voting Nay.
Councilman Curran announced to the council and requested to
have the aecount of' a meeting previous to this council meeting
spread on the minutes, I' meeting with various Planners, and
they presenting their proposals" this meeting to develop a
comprehensive Plan for the City.
Councilman Scott read a change order on Contract IJo. 2 re-
questing $290. 06 56.00 and no extension of time on the sewer
jbb.Hotion paAsed' to accept the change order. Scott reported
also that the release on the easements for the trunk sewer, was
all in except the one from Howards and that would be in , as
soon as a small amount of gravel was put in place. Motion that
Valley Construction Co be paid their final payment , at this
time the city attorney requested a recess to discuss the extra
money they had caused the city to spend. Council_ reconvened,
Motion passed to pay the Valley Construction Co. and Motion
passed to have the City Attorney write a letter to the Valley
Construction Co in regard to the delay,, the extra council the
City had to hire , .
+ Councilman Pozzi reported that the bid would be opened on the
23 of October at 3 P.M. for lid 237 for drainage and etc . also
stated that Mr. Perrin was ready to give 30 ft . along Young
property and Mr. Young was not interested to give the city
land for street purposes or other wise.Motion passed to have
Mr. . Perrin give 30 ft. for street purposes and leave one ft.
albng Mr. Youngs side to be held in escrow by the city, for
street purposes when Mr. Young has given his share from his
property for a 60 ft . street rightaway.also a four ft. cut 40
might be necessary on the curve of Smith street for proper
approch to the new street , this toe left in the hands of the
city engineer for proper grade and etc .
Councilman Strain announced that the people on Walnut street
would like street lights but there will be no lights until thSe
street is brought up to proper shape for acceptance by the City.
Motion passed to grant Mr. Taylor a 'change order on his con-
tract No. 1 change order No. 2. .
City Engineer requested of the council for the Planning
Commission, w,ether or not the council would like to lay out
a sixty foot street on Kirkwood extended to the North where
Mr. Boyd is going to build a house. Motion passed to instruct
the Clerk to write the Planning Commission a letter stating
that it is the opinion of the council to set the house back
to provide for a 60 ft. street rightaway. Pozzi & Strain voted
ney on the motion,
Bids were gpened and read on a pickup truck for the water
department, two bids were received Kent 14otors, C&J Auto Sales
Motion passed to turn over bids to the water committee for study.
Motion passed to paint all equipment Juniper Green or when
new equipment is bought have that color . Motion to table but
died for lack of a second.
Letter read from a T,�r. Kozak from the Orillia Cutoff Road re-
questing water from the new main on the north end, motion passed
to refer to Water Committee.
Letter read from the Kent Area Activities Council inviting
a councilman to be present at the meeting of. October 28th.
Councilman Strain was appointed to represent the council,

Petition. from Jack Bisyak requesting vacation of a sttipoof
land along West Shinn Street. Motion passed to refer to street
committee.
Motion- passed to have the City Attorney write a letter to
Public Service Commission in regard to the rough crossings.
• Bllding committee and finance to wrk on sq. ft . charge for
fees for building permits.
Mayor appointed Mrz.Davis on Temperance Street to fill the
vacancy of Mrs. Ethel Crow on the Library Board.Motion passed
to confirm the appointment,
Mayor Mooney announced that he would be out of the City for ►
three days, he was -*ust of the Government at ElPaso Texas,to
witness a nike test.
Council directed the Clerk to take action on the Business
Tax that was not being paid as it should be.
Motion passed to recess the meeting until October 23, for
the purpose ; Street Bids ; Water Truck Bids; and
Comprehensive Plan
October 23 8: P.M. Meeting called to order by Mayor Pro Tem
Thornton; councilman present, Curran, Parsons, Pozzi, Shaffer,
Meeting recesses to hear the rest of Mr. Risens program for
the proposal of Comprehensive plan, . the council was hearing
different proposals since 7; P.ItI. prior to the regular adjourned
meeting. Motion for reconveng of the meeting.
After discussion on the various proposals, and hearing
discussions from our local Planning Commission on the subject.
Motion was passed to employe Tian Block & Associates of Portlamd.
Motion passed to have the State give an early approval of
the Block AppointmeniZt
Motion passed to have the clerk write Mr. Block a letter and
advise him of the appointment of his Firm to the Planning Job
for the City, and let him know that the state will have to
give the final approval before it is final.
Councilman Curran recommended that the council award the bid
on the pickup water truck to C & J Auto Sales, that they were
low' bidder. Motion passed to award the bid to the low bidder'.
Street bid was let on LID 237 to the low bidders. by motion
passed..
Motion passed to have the Attorney draw an Emergency Ordinance
for $5,000.00 for Comprehensive Plan for the City of Kent.
