Regular meeting of the City Council present ItIayor Mooney, Councilmen, Curr1an, Parsons, Pozzi, Scott, Shaffer, Strain, Thornton; Minutes read and approved P�(:cept the motion that the City Engineer supervise and inspect the south end sewer projects. the word supervise was deleted in the motion passed at the last regular meeting. City Engineer reported to the council that the Reiten Rd. sewer was now complete, and it would be in order to pay the contractor his final payment.Motion passed to accept the Reiten Ed. Sewer as complete, as recommended by the City Engineer. City Engineer contacted 14r. Walms_ley on the same subject fill the holes on his property before they fill up with water from the winter rains, he promised that he would take care of the condition before the rains. City Engineer recommended to the council that they accept Winnier street as a city street," in Kent Hurst Addition". I'Iotion passed to accept Winner Street as a city street in the Kent Hurst Addition. Engineer was instructed to secure easements from Carl Johnson and Mr. Vodder for storm sewer V. Motion passed to grant the W.I,I.Stephensond a trailer court license. Councilman Scott reported. that he was working on a garbage dump that would handle all the garbage in south King County. Motion nmade�Al,to pay final payment to Valley Construction Co. Valley @onstruction Co requested to have their (final payment on the sewer job, and deposited a :k$1,000.00 to guarentee the the small jobs they have not finished. After hearing from the Engineers, and they thought this should be paid at this time, and lengthy discussion by the council, Motion passed to table the motion for two weeks. Motion passed to hhve,�ity Attox:ne-y get the cost that the special council has in the case of the Valley Construction Co and the. $l,000.00 check was handed over to the clerk for safe keeping. Motion passed to call for bids on all heating oils used by the City. Motion made to let bid on Street LID; One & Two Bid; after discussion motion made to recind the motion carried. 1. Motion passed for intention to award the bids on One & Two to the low bidder, and the bidders t9be notified,of same. .. Motion passed to recall for bids on Ho. three at 3 )O'clock P.M. on October 23 they will be opened. and read. Motion passed to install residence street lights on Winner street in the kent Hurst Addition, Councilman Parsons made a motion and passed'to add i$89.50 more for a larger door on the new utility building. Councilman Curran read a letter from Hill & Ingman on the observation of three wells, and for the Engineers to further the study.. Motion passed for the Treasurer to reinvest the water bond money, as.prescribed by the Finance Committee. Councilman Curran reported that he was working on a new addition to the water ordinance. City Attorney reported on an easement that Weyerhaeuser Timber Co wanted for the Ace Construction Co, was decided that this easement should be refered to the Ace Construction Co, or try to get it modified. Letter read from the J.Cts on hiring Planners, also one from Kent Chamber, motion made for 10 minute reeess. Reconvened and Councilman Curran stated that the council members and the Planning Commission, J Cs and Kent Chamber of Commerce had a meeting on engaging Planners for to set up a Comprehensive General Plan for to follow for the City of �ent and fringe area. Continued; 1 1 0 continued; and,to engage profesional services for a Comprehensive Plan. Motion passed to request the Clerk to make application for a Federal grant not later than October 15$h., and to request proposal of Planners through the Daily Journal of Commerce. Toe proposals to be in at the next meeting. Motion to have the clerk notify the Jr.. Chamber & the Chamber of the councils actions on the Planning and further intentions. Letter frm Safety Council requesting the council to take action on a safety walk for cross walk midtivay between Second Ave. and Fourth Ave.this letter was placed in the hands of the Police Committee. Iflotion for Clerk to write a letter to the N.P.Ry. Co and the Milwaukee in regard to their rough crossings. o Each councilman would like the clerk to make a copy of the ~ N.P.Franchise. WN Hearing held on dead end street vacation of portion there :_91 of and no objections the i,layor declared the hearing closed, Wo and the ordinance being read. Motion passed. to adopt the WW ordinance to vacate so ft. of the present street. oZ Hearing held on the 1958 budget and no one opposed to the �� levy the hearing declared closed and the budget ordinance AV read and by motion passed, Ordinance on the 1958 Levoy read and by motion passed. Mayor Mooney vetoed the second section of ordinance No.961 Motion passed to spread on minutes that the Mayor hereby vetoes the second section of Ordinance No. 961. Motion passed to reconsider the motion. Motion passed to sustano the veto by roll call vote 4 yea, j neys. City Attorney read his letter to 'Mr. P�,IcKay on the Free Way that is proposed to go through Kent, and also read the return letter from Mr. McKay, Also Letter to the Mayor was read from Pair. Mc(ay of the Highway Dept* on the Freeway. Motion passed to have the City Treasurer invest money from the water reserve funds into long term USbonds, �$102000.00. Motion passed to continue the Salary for Ralph Evans through October. Councilman Thornton requested a parkin; stamp for the Chief of Police, to be used on windshields for unloading. Mrs Graf presented Trailer Court plans for approval, these plans were refered to the Police Committee for study and re- port back.
