HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 09/16/1957 Kent , Washington September 1631957• Regular meeting of the City Council present Mayor Mooney, Councilmen, Curran, Parsons, Pozzi, Scott, Shaffer, Strain, Thornton; Minutes read and approved , except ; 11 Engineer to install 6T1 water main on Woodland Way, and 2T1 on Chicago, and Hydrant on Corner." Report of Officers read and filed, Budget, Treasurer, and Clerks., City Engineer reported that Reiten Road Sewer line was nearly complete and latter part of the week they make hook up. Motion passed -to accept Seattle Street as a city street ,as recommended by the City Engineer. Councilman Scott reported on the delay on the south end CORRECTED-REFER TO sanitary sewer, and made a motion to retain Hill & Ingman MINUTES OF 10-7-57 for the Engineering of the sewer LID and have the City Engineer do the inspection., and call for bids,Motion passed Pozzi voting ney. Councilman Curran reported that he and Pozzi, Strain, Thornton, made an# esispection tour of the water contracts with Mr. Ramsay of Hill & Ingman explaining the different contracts and the progress being made. The Robertson Geology and Ground water' Resources report wat presented and placed on file. Councilman Curran announced the two change orders on the water project ; one- North End Supply main from 7 gauge steel to 9 gauge. and to allow cast iron to be used on the blow off instead of steel, this length to be about 400 ft. Motion passed to allow the change order.Number one change order on the East Hill Water Main, 10inch cast iron pipe from James Street to Elevated Tank instead of $inch cast iron. Motion passed to grant the change order. Councilman Curran made a motion and passed to have the Engineers follow up on the recommendations of the Robertson - Geology report , also City Engineer. Councilman Parsons reported on the T1 Operation Library" the different phases on the subject, and if it would be the best policy to include a swimming pool, and street lights with the issue on the ballotgof a Library building and site. Motion passed to have the committee on Operation Library to have permmission to hold meeting with' the King County Library Board. Motion passed to give financial advice to the Library Committee at this time through the Council finance committee.Mayor Mooney appointed the Finance Committee to work with the Operation Library Board. Motion passed to have Councilman Parsons dictate a letter to the Clerk in answer to the meeting; with the Operation Librrry, committee. Councilman Parsons reported on his committee, that was appointed on the Perrin and Sumhit Street extension. Bouncilman Parsons reported that Summit Ave. should extend to Canyon Drive, and Mr. Perrins offered to give 30ft. strip North & South, and 60ft. along East of Kingdom Hall, and on the 30 ft . strip 1,1r. Young might give the other 30 ft .Motion made tb uphold Planning Commission on their decision, and accept Mr. Perrins offer on the street rightaway. Motion made to uphold Planning Commission on the Perrin construction of houses, motion last 5 to 2. Motion made to uphold Planning Commission and owner to deed street rightaway to City. Motion passed 6 to 1.` Street committeb was to work with Mr. Perrins on the street' project. . Request of Mr. Stoneburner to release his $6,000.00 bond on his plat , for the reason that he has a contract with the United Builders Company of Tacbma. Motion passed to have the Clerk answer the request and inform Mr. Stoneburner that for the release of his bond the United Builders shall take out continued. 108 continued; a bond in the place of the released ones placed in the hands of the Finance Committee for action. Mr. Bob Coen read a letter from the Chamber of Commerce opposing the new State Highway' s Brown Route and request of the Council to adopt the Green Route.and to urge ,the Statehighway Engineers to hold a meeting for the Kentarea alone. - Motion passed to place letter on file. Motion passed to have the clerk write a letter to the Highway Engineers requesting a meeting with the Kent people alone . Motion made to adopt the Green Route. dstcussion" council Robert Morrison of West Shinn Street sug e to that toey should not adopt any route, because they were as a council to represent all the people not a few. Motion passed to table the motion on the Green Route, the City Attorney will attempt to gather further data on the proposition. Ordinance No. 960 for License for side-sewer connections amending Section 7 thereof read and by motion passed. Ordinance No. 961 amending section 3 and establishing a schedule of charges for seiver services. I,,Iotion made and passed. Mayor Mooney informed the council that he was veto- ing Section 2 of the ordinance. Ordinance No 962 Read and by motion passed amending Garbage charges. Motion passed that the now Sewer Superintendant bu releived of the title , and passed on in the charge of the City Engineers Mr. Chet Woods reported that the Valley Construction Co on the Trunk Sewer Job now had a claim in and it was ok and in order to pay.the sewer job is now compltte up to 95I• Prelimenary hearing on the 1958 Buget was presented and read by the Mayor. Motion passed to adopt the budget and ` instruct the Clerk to post notice of the hearing on the October 7th. 1957 at $'OClock P.M. at the City Mall, and for the Attorney to prepare the Budget Ordinance and Tax Levy ordinance. Motion passed to have the clerk write a letter to Mr. Worth Stone Burner on the release of his bond. Motion passed to have the Clerk write a letter to the State Traffic Bureau and request a traffic count on West Meeker, betiween 1�th. and First Ave. , and request a traffic light at 4th. Ave. and 2nd. and West Meeker. Motion passed to have the proper City Official notify Mr. Cliff Walmsley about dangerous holes in his property at Woodford & James. St. Motion passed to have sidewalk inspection of all broken walks by the City Engineer and property owners notified according to law. Motion passed to ball for bids on a pickup truck for the water department. Motion .passed to have the Engineer and the Street and Water Forman piclout a color for city equipment, and emblem.
