Regular meeting of the City Council present Mayor Mooney, Councilmen Curran, Parsons, Pozzi, Scott, Shaffer, Strain, Thornton; Minutes read of the last regular meeting and approved; Report of officers read and filed, Budget ,Treasurers, Clerks, Librarian, Police; Pete Baffaro Chairman of the Park Board requested of the Council for permission to have a housing unit moved in on the Park Property at North Central to be used for the Recreation leader to have his office and a place for the teen agers to go, Motion passed to have the house moved in for the purpose and upkeep to be done by the various users. Bids were opened for the sale of the Blue Banner Building, only one bid received that w s from the Blue Banner Co, for the amount of $18,933.00, moRon passed to recess for dis- cussion on the bid, reconvened and by motion passed to re- ject the bid from Blue Banner. Motion passed to accept offer of Blue Banner on lease for 35cents a square foot or $269.03 per month, and for the Ciyy Attorney to rewrite the lease, and 1dr. Filikins of Blue Banner agreed that an acess road from either Meeker OR Willis would be acceptable. Members of the Kent KiL�anis Club were present and stated that they had started a project on locating the Library some other place that in the City Hall, and had found out that the State Library Board would help in a survey in ouK communiyy to see what the people wan-led in the way of a Library, Aiotion passed to have the C1=:rk unite a letter to the State Librarian re- questing a sure y. Councilman Shaffer made a motion and passed to have a survey made of the Library needs, and amendment to the motion for a survey for what the people needs in the way of a Library. P4otion ,passed to express appreciation to the Kiwanis., members for their action on the Library deal, to get a better site for the Library, and an$ expression of the Council for the Club to continue on with the program. City Engineer reported on the progress that was made on secur#•ing an asst . Engineer, he said it looked more favorable because he had a bout three: applications and expected more. Motion passed 1�- o have the City Engineer select his asst . ,and th the Mayor -xpressed that he would O.K. and appoint. Annual report of the Library Board read and placed on file. Councilman Thornton made a report on the Sportsman Club and the target range, from there Mr. Thatcher reported on the proposed agreement with the City and the Club for a tract of land that the City Otimed just south of the City DumpoWater committee would like to make a study of the transmission main before guahting the site for the purpose proposed, for the protection of same. Councilman Scott made a report that the sewer job was going along very nifce now, much faster that it had progressed in t the past. Also that there is a school for Treatment operators at Pullman Wash. that it would be a good deal to send the new man MroMartin there to learn the ropes of Sewage Treatment operator, but owo.ing to the fact that Mr. Clements, has had two years of schooling, and three .years is required for a license j it would be wise to send Mr. Clements instead of Martin. Motion passed to send Clements to the school at Pullman with expenses paid. Councilman Pozzi proposed street improvements , and re- conunended that they be laid out so that they could be under way early in the spring, so that bdd weather would not hamper construction. Councilman Poz7,i also recommended that we call for bids on the moving of the culvert at East Titus Street and widen the rightaway at this point. I'Iotion passed to call for bids on the culvert job. Motion passed to send resolution on the2 //_.� of 109 continued A continued; city sales tax, too Association of Washington Cities, Rep. John Bigley, 'Joe Beierlein and Senator Hofineister.Pozzi voted nAy. Letter be directed to the Rep. &. Sentor And Washington Cities in regard to junk buildings, the council in favor of this bill. Councilman Curran brought up about the opening up of water- sheds to hunting and fishing, this should be opposed, and by motion passed to oppose this bill , and a letter sent to each of the Rep. & Senator. .Scott voting nay. AIVir. Silich of Raniley Corporation made a report on test holes 9 & 10 on Mr. Ril'eyts property near Auburn, he stated that it was one of the best spots that they had drill for water in a long time and this hole would give 10 million gals. and the water was of good grade, it would just me* the States re— quirements for chlorine, and if the City did not purchase the property for water source the Rann.ey Corporation would for speculation. Ifotion by Councilman Curran and carried to purchase the test well site from the owner Mr. Riley, and to file for water rights on same with the State of Washington . Councilman Parsons moved and carried to grant the bid to the Associated Roofing Company of Seattle for the amount of their bid t 1,778:37, on the Blue Banner Food Building. Councilman Parsons announced that he would like to see some action taken on the construction of a new utilities i building. Motion passed to instruct the clerk to call for bids on the sale of the water building on So. R.R. that is being used for the utilities equipment. Motion passed to instruct the Clerk to write a letter to Mr. Noel Bicknell of P. S.P.&.L.CO for an easement for rightaway from Meeker Street into our building now leased by Blue Banner. Motion passed to instruct the clerk to write a letter to the P. S.P.&.L.CO instructing them to make two street light in- stallations as prescribed by the street committee, One at intersection of Reiten Rd. & Seattle Street, One at west of Bowling Alley Parking Lot in Alley. A request for a loading Zone in the rear of City Transfer on Harrison , this request was referred to the Police Committee. Motion passed to have the City Attorney draw an ordinance for LID 232 t' Bond Ordinance" for the amount of Bonds to be sold '$776; 63. Motion passed to accept the Engineer' s recommendation to permit Iir. Graves a water connection on his 3/4 if line this t to the last connection on this line. otion passed to allow Cheroke Bay to hook on to our proposed water main from Rock Creek, size tofe 6 inch and a letter to be written to ikir. Lowell. Motion passed to allow The Thomas Community to hook onto our water system and a lbbter to same. Claim of Dor*hamseldin presented to the council for payment after our insurance Company had turned it down on account of - it being filed toalate. Motion passed to reject the claim, and for the clerk to write a letter to her and notify of such. Arms-Crest Plat was presented to the council, and a motion was passed to have a hearing on same and for attorney draw notices and the clerk to post according; to law. Hearing on LID 234 opened and jib` one objected, I'Iayor Mooney declared it closed, Ordinance Pdo. 943 by motion passed to approve and confirm the assessment roll LID 234. Councilman Scott announced to the Council that Ward street should continue on to East Titus Street , and that it would give ar-t_,other out let for the people up by the Cemetary. Motion passed to have the Engineer give an estimate on the cost of the extension of Ward Street to East Titus. continued. continued; Councilman Shaffer reported that AIr. Sherwood and He had attend- ed a school board meeting and they had conceded a seventy ft. street for 'Yenoshia, and that they would give the required land that is needed for the improvement of the street. , Report on the Hydrogeological Survey from the Rdnney Method j Western Corporation of Sacramento California was submitted on the test holes along the river and is on file in the clerk' s office.
