HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 05/07/1956 4.2 Kent Washington May 7, 1956• Regular meeting of the City Council present I11,ayor Mooney Councilmen Curran, Pozzi, Scott, Shaffer, Strain, Thornton; Minutes read and approved of the last regular meeting; One bid was received from the Shell Oil Company, for gasoline for the next year. Motion passed to let the bid to Shell Oil Company.Their bid being 3.0/5 off the days price. Max. price to be 23 .65- Two bids were received on a° panel car for the Engineer, one from Kent Motors and One from Stains Auto Co. Kent Motors being low bid the bid was awarded to same* for the amount of 4164.0.00 plus sales tax, and extra seat , glass windows in panel sides heater & defroster. to a pollution Motion passed to send treatment plant operators school at the U of W.` and for street man to run plant . Motion passed to have the clerk to write a letter of commendation to the Planning Commission members for the fine work they are doing. ° Councilman Strain reported on the street light cable that has been torn out by the stateHighway contractor doing work on Central Ave. The ony solution to the problem is to do away with 10 Luminares and purchase three Mercury-Vapors and string the wire on the Power Companyts poles. Motion passed to purchase three Mercury-Vapor Lights. Motion passed to instruct the clerk to have the Power Co in- stall a reflector light a$t Pioneer & Kennebeck. Motion passed to call for bids on a cyclone fence around the large reservoir on Knob Hill, this fence to be cyclone or equal. Motion passed to instruct the water. crew to replace the water pipe 'from the old city limit line north on Central to Novak Lane. Mr. Curran explained parts of the proposal of the Western Drilling Co; to secure water from the valley north or south of the city.also Mr. Gund erson met with Mr. Curran, and Mr. Curran submitted the proposal to our consulting Engineers for advice on same. Mr. Woods of Hill & Ingman was present at the meeting and explained that a deep well or wells would not serve the purpose as would a radial well , because if the ddep well was used it would take more than one to supply the amount of water needed.Mr. Barksdale was the geologist on the proposal of the Western Well Co. Mr. Woodside was present and spoke for his Company the Western Well Co and stated that their proposal was jmst and fair, and would like permmission to have a meet- ing 'wi.th our consulting Engineers, on the proposal. Mr. Woods of Hill & Engman explained further need of survey of Rock Creek, and that they could get the Government to run a test of the flow, and they would furnish tiie equipment , if we would pay $10.00 per day on the days they would run the tests. Councilman Curran recommended that plans for the Notth End mains be laid out so at such time the industries would need water there would be no delay. Motion passed to instruct the Engineers to proceed with plans to run a main from the 3 millian gal. reservoir to the Notch End Annexation. Motion passed to instruct Attorney to draw Emergencjs for Engineering on Water mains to the north End. Motion passed for the Building Committee and Finance, to work out a price for the lot adjoining our water building and report back at the next meeting. Letter read from the Chamber of Commerce in regard to the placing of a Parking Meter for fines at the City Hall, instaad of writing tickets. Motion for Police Committee to work out the Chambers problem All ester applications was recommended by the Engineer, and a letter of futher applications was in letter form so that the water office could use for future applications, and also all applications before issued an affidavit to be signed, as the City Attorney recommends under the new policy. Petition read for annexation of small piece of land to the East of the City Limits, Motion passed to place in hands of continued--- continued: the Engineer for number of signatures, City attorney recommended that Engneer seek into the ownership a little further than of record before the Petition was rejected. Ordinance was read on its first reading for an Emergency for equipment for the Engineer. Resolution read to place the time of hearing. Ordinance read on its first reading to set aside $4000.00 for the enlargment of the Pumping Station in North Park, Resolution read to set the time for a hearing. Ordinance read on Off Street parking Motion made to adopt ordinance , and seconded, amemment made to change 600 sq. ft. to 300 sq. ft. voted on amement by rooll call vote lost 4-, 2 Curran & Shaffer voting for the measure, Vote by roll call on the motion passed by 4 to 2 Curran & Shaffer voting ney. Mr. Francis and Mr. Flood stated that th,ier plate was alread6y to go, and they requested that they be granted water mains, and LID for Sewers, after some discussion Councilman. Scott was placed on the sewers, and Councilman Curran on the water mains, but nothing definet to be done until the land was platted. Motion passed to sell surplus street dirt to people for 50� per yard. Motion passed to accept the bid of Harley Davidison for a new police motorcycle, this bid tope less the radio.,- Motion passed to purchase a motorla redio for they°olice motorcycle, . Motion passed to purchase twenty extra Parking meters, and for the clerk to confirm the order. City Attorney wrote to the N.P.R.R.CO and procurred a five ft. strip along the East Side of First Ave. for a sidewalk, the N.P .R.R.CO complied with same. . Motion passed for the Mayor & Clerk to sign the permit for the five ftl strip. Motion passed to instruct the street crew to install the walk at thier convenance. Motion passed for the Mayor & Clerk to sign relinguist for water service �JX7 e across Mrs., Bovellts property , that she has procurre,d easement from private party to move the service to the edge `of her property. Motion made to purchase a new coin counter, died for the lack of a second. Motion made to refer to a committee this motion lost by vote. Motion passed to, purchase a used machine that was demonstrated by a Mr. Baker from Tacoma._ Councilman Curran announced that we now had the new ordinates codified, and they were in the Clerkts office, and a very nice job was done. Motion passed to let all city officials have copy for free and to be returned when their office is term- inated, and for others that request a copy will pay $10.00 and a record keep'l "of same . Mr. Francis stated that Winnier Street was laid out in the Helents Addition to Kent plat, and if the City Could help in anyway that it would be a great help; because this street most likley would be through street in his plat , and it was the only one to�be 66 ft. wide.It was recommended that the street committee review the Street Policy set up some time back.
