Regular meeting of the City Council present Mayor pro-tem Thornton, Councilmen Curran, Parsons, Pozzi, FShtf�e8l� Strain, Thornton; Minutes 'of the last regular meeting read and approved; Tax hearing will be held on April loth. at the council room in city hall a t 7 :30 P.M. Mrs. Bovell requested the City to release a service easement that serves one house , that runs through the middle of one of her lots. Motion passed to notify Mrs. Bovell that the city will release her of the water service easement if in turn she can obtain one from the party that is using the water service, and no cost to the city for the transaction. Hearing was declared open on the Merrie Hill and Stonecrest improvement by sewers, no objections the hearing declared closed, and ordinance no. 921 read to create the district, and by motion passed. Bids were opened and read for the purchase of various items for the Engineer' s office, several bids were read, and by motion passed they were placed in the hands of the Finance Committee and Engineer for study and recommendation at the next regular meeting. Motion passed to have the Mayor send air mail letters as requested in the letter from the Mayor of Wellsville, Ohio, on Federal Aid to municipal corporations. Mr. Dimick agent for Farmers' Mutual of Enumclaw, states in a letter to the council that he has all the requirements necessary to sell the city some of his insurance. The matter was referred to the Finance Committee and our Insurance agent. A cost of less than $y300iOO was submitted to erect a pattition in the water office for the Treasurer to comnt the Parking- meter money, by motion- passed the clerk was authorized to have the work done, for not over three hundred dollars. Motion passed to withdraw the tabled motion from last meet- ing on ordinance No. 920. Mr. Thatcher made a report on the meeting of 'the Water Committee and the Consulting Engineers, Attorney stated that his opinion was that the Engineers. contract was not intended to drill test wells, do grubbing, and clearing brush, and the ordinance would be in order to have such a survey and study made. Councilman Curran read a letter from the Mayor of Yakama stating that they will have their Ranney Well in operation 30-45 days from this date, Curran stated that taking water from the Seattle source would not tend to build up our own system. Motion passed to adopt Ordinance No. 920 for further y development of a water source. Mr. Kennedy was present and requested if the East annexation would mature would the people in the area be given a say as to the zoning, and they need a few more signatures, and these signers would like to see it zoned for Apartments, and Courts. Motion passed to call for bids for a new entrance door to the city hall. Motion passed to call for bids for the repair of the Garbage truck. Motion passed to call for bids on a new motorcycle for the police Department, and also a radio for same. Motion passed to employe Mr. Mike Bigley to cruse timber and set up tree farm in our Headworks and Rock Creek property and draw up specifications of condition of sale of timber when needed. Motion passed to authorize our Consulting Engineers to set up specifications for operation under Ordinance No. 920. Motion passed to have our Water Engineers hold a meeting with the State Engineers to have the culverts out at Rock Creek stt to the proper elevation. continued--- E� continued; Motion passed to instruct Water Engineers to apply for ground water rights on Green River. Options on property that is needed for test wells ` City Engineer was requested to get data on streets to be permnant improved by paving, curbs, gutters, and proper drainage for a Resolution to be drawn for LID. Motion passed to place one hour Par king signs on the North Sonde of East Smith Street, From R.R.Ave. to State Ave. Motion passed to accept Engineers requirements for 3rd. Ave. South through the Lynch Property. Minimum 1211 of pit run gravel ballast all material to pass through 6" square opening. Minimum 6" Pit Run gravel material to contain particles in all sizes from 12t1 — Minimum of 401 gravel roadway. Roadway constructed to line and grade sat by City Engineer. Ditch each site to South end of prop erty, install cmlvert under street at South End. 12" diameter. The grade and elevation of the ballast gravel shall be checked and approved by the Engineer before the 61, of top course is applied. After street is complete it will be inspected by the City Engineer and Street Committee, if as Required by specificat ions it will than be accepted by the city. Motion passed to have the City Engineer establish lines of all City owned property at his leaser. Motion passed to accept Mr. Taylors offer to survey the line between city property and his by city Engineer and he accept half of the cost.
