Regular meeting of the City Council present Mayor Mooney
Councilmen Curran, Parsons, Pozzi, Scott, Shaffer, Strain, Thornton;
Minutes read and approved except tide following as noted.
Motion passed to purchase drape. for the council room, after
discussion the motion was withdrawn.
At such time the franchise was not effective the B & 0 tax
would be placed on the Telephone Company to make the difference
as sugested by the committee.
Motion passed and later by motion tabled to instruct the City
Attorney to notify Mr. Wilson that the City Would withdraw the
application for water rights and also the protest.
Motion corrected to read that water mains would be construct-
ed to the north end annexation when there was a need for same.
Report of officers presented and by motion placecO, on file,
Budget, Treasurers, Clerks and annual Library report{,
Bids were opened and read on the purchase of chairs for the
councilroom, one bid received, Motion passepd to refer to the
Building Committee for study.
Bids were opened and read on grader repair, sweeper repair
and sale of old grader on used grader of a larger size, I,1otion
passed to place in hands of Street Committee to report back at
next regular meeting.
Councilman Scott recommended that the request of Miles Drake
and Worth Stoneburner be granted an LID for sewers with side
sewer risers to run for a ten, year period, motion presented on
the recommendation and passed.
Motion passed to have the two treatment plant operators
attend a U of W. course , and for the street department have
one of their men act in their absence.
Motion passed to instruct the Clerk to write Mr. Don Walker
a letter,' instructing him to remove tree on Hilltop Ave.
Motion passed to instruct the Clerk to write Stokiey"Van
Camp' to discontinue blocking R.R..Ave. North by large trucks
when loading and unloading.
Motion passed to permit Libby' s to have a six foot overhang on
their loading door, by roof only and it t9be 18 ft . above the
ground level, this action to�be of a ternperary nature.
Letter read from Northwest Metals signed by Sam Parker in
regard tb the blocking of 4th.Ave. by Libbyfs and he recommed
that the council take a def�inate stand on tree matter, because
Libbys can solve the problem if they are ordered to do so
by the council.
Motion passed `to have the clerk write a letter to the
Milwaukee R.R. requesting them to construct their crossing at
4th. Ave. North "the full widith of the street rightaway.
Motion made to instruct Libbys that there shall only be
parall6l parking for loading and unloading on 4th. Ave. North
Amendment to motion tig they give us our hold harmless agreement
dies for lack of second. Motion passed to table the motion
until next meeting.
Councilman Curran, on behalf of the water committee I move
j that the City Attorney be instructed to proceed to prepare
a plan and system ordinance providing for the following;
Bonding of the existing water system up to $750,000.00 or
such portions of the same that may be necessary, ( payment to
be from water revenues) Bonds to be used for the following
specific purposes.
(a) Financing of a survey of the Green River for development
of the radial type of well providing for infiltration gallies,
as recommended by our Engineers.
(b) The development of a radial type wells providing for in
filtration gallies if such fingings indicates water in suitable

( c) The further survey and testing of the Rock Creek source
for quantity and feasibility of installation of underground
collections, and for the development of Rock Creel; if by
comparison, it appears more feasible than Radial collector
systems, and transmission main.
(d) Location and construction of an ddequate water main to supply
the north end annexation area.
(e) Survey and development of necessary facilities in-
cluding reservoirs to serve areas North, and East of the City
Limits of Kent desiring water service now or hereafter
annexing to Kent.
t ,f) Necessary pumping facilities, transmission mains, land
acquisition, easements, right of ways, and other appurtenances
necessary for any of the forgoing development. Roll call vote
was had on 'the above motion all councilmen present voted yea
except Thornton voting ney on the measure.
Councilman Curran announced that on February 16th. the
council had a meeting with the Engineers on the water matter
and Mr. Silitch representing Ranay Well. Co explained to the
council all about the procedure on Radial Wells, and a Mr.
LeRoy Gunnason from Western Well. Drillers also made a talk on
deep wells.
February 28th. was set for a special meeting on water, at
7;15 P.M. and at 8:15 P.M. a meeting with the Kent Safety
Council on Traffic Control, at 8;45 a meeting with the
Planning Commission and the Kent Chamber of Commerce on off
street Parking.
Letter read from 111r. Parker of Northwest Metals on the
conditions of the installation of lath. Ave. North, and the
acceptance of same by the city. Motion passed to refer to
the street committee for study.
Obrien water system had a letter of request for exemption of
B& 0 Tax on their system. ;lotion passed to grant the exemption.
Letter read from the City Engineer stating that the petition
submitted by Mr. Kennedy for annexation, did not have enough
signatures. Motion passed to return petition to Mr. Kennedy
for further signatures, as now it stands rejected.
Motion passed to have the clerk write a letter to Mrs.
Anna Fisher commending on her fine Library Repp.ort for the
year of 1955.
Ordinance No. 918 read on its first reading setting up
a salary for the newly appointed Engineer.
Resolution No 358 read setting a time and place for a hearing
and the issuance of warrbnts for salaries and wages.
