Regular meeting; of the City Council present Mayor Mooney,
Councilmen Curran, Pozzi, Scott, Shaffer, Strain, Thornton;
Minutes -read of the last regular meeting and approved
accept Goodwill store will be riot under the regulation of
the Business Tax, and other stores of its nature and scope,
corrected to read as 'follows, Goodwill store will be exempt
from paying the Business tax. ,, Other stores of its nature will
be taken up under sep6rate consideration if any.,
Gouncilman Thornton recommended to the council to accept the
bid of Mark-Time Meters as submitted by P•I.H.Rhodes Inc. ,and
the mode of payment on 50-50 basis. Motion passed to accept
the recommendation of the Committee , and the bid of M.H .R.hodes.
Councilman Scott reported on the Treatment plant , and also
the Garbage Department, most of the trouble in the Garbage
business was that people had their cans further than 60 ft.
from the pickup point.
Mr. -Thatcher reported to the council that he had sent out
se-feral letters to people in the North End Annexation in re-
gard to the Garbage charge that they were riot paying, his
c�estion would be for the clerk to sent out rules of the "
ty when a portion was annexed so that the people would
know what was expected of them. Motion passed to have the G1
Clerk prepare such a notice to be mailed out to the people.
Drainage problem was taken up on South Second, and on
-Hilltop Ave. Motion passed to instruct the Clerk to write
Mr. Walkera letter in regard to his obligation i-eith the
City in fixing up Hilltop Ave . as agreed.
Motion passed to have the clerk call for bids on the various
items. Repair Street Sweeper, Repair 'Grader, and as an alter-
nate to trade present grader in on a larger and used one.
Letter read from the Telephone Co in regard to the payment
CORRECTED-REFER TO of tax on long distance calls through Kent. also the Company
MINUTES OF 2-20-56 announced that they did not need to Deep the franchise that
they were operating on now, and paying the City $'150.00 per
year, and at such time that the franchise was not effective
the amount would be made up in occupation tax. '
Letter read from Mr. Shane at the last council meeting in
regard to the use of transite pipe instead of cast iron. The
water committee expressed several reasons for not granting
the concession °as requested. 14otion passed to instruct the
clerk to answer Mr. Shanes Letter and pass on the action of
the council.
CORRECTED-REFER TO Motion passed to instruct 'City Attorney to notify Mr. Wilson
MINUTES OF 2-20-56 that the City will withdraw water rights application on his
well and request that he with draw protests against the City.
Motion passed to table motion at this time.
Discussion on plan Ling system ordinance on water sources
decided to lay over for meeting on Feb. 16, at 7 P.M.
Motion passed to call for bid: on chairs for the council
room.
CORRECTED-REFER TO Motion passed to purchase drapes for the council room,
MINUTES OF 2-20-56 lost for lack of a second.
Councilman Thornton announced that the new prowler car
for the police department had arrived, and would be in
service soon.
Sidesewer permit for Harolds Plumbing at Auburn was accepted
by the council by motion passed.
Councilman Curran recommended to the council that a water
main to the north end annexation should be constructed,
CORRECTED- motion passed to construct water mains to the North City
MINUTES O 220-56 limits and for property owners to share , and if more was
annexated it would cut the cost .
Letters read from Howard Manufacturing and North West
Metals in regard to street conditions at their Plants,
and the Libby loading platform being an obstruction to
traffic on North Fourth Ave. Motion passed to have the clerk
answer the letters with the advise of the City Attorney.
Petition received from Miles Drake and Worth Stoneburner
to have a sewer system constructed in Mer.rie Hill Addn.

and Stoneburner add. by 10 year LID payment. Motion passed to
place in the .hands of Sanitation committee for study.
Petition read from people requesting to be anne)ked to the
city along the Hamilton Rd. Petition placed. in the hands of
the `Engineer for validity of signers as property owners up
to 75% of the property valuation.
Ordinance No. 917 read for the acceptance of a strip of
land along James Street of 30ft . from the School Dist / 4.15.
by motion passed to adopt the ordinance.
Mayor Rooney appointed Mr. Glen Sheerwoorl as full time
Engineer and by motion passed was confirmdd',0ythe council,
'his salary tube $500.00 per month.
Motion passed to instruct the City Attorney to draw an
Emergency ordinance to cover his salary for the balance of the
year'.
Motion passed to have the clerk write a letter to Mr. s.
Hegland on Sumit Ave. that it was the intent of the council
to gravel &. oil the street .
Mr. Hagemeyer & Mrs. Danielson of the PTA requested of the
council to have the drainage situation corrected at the
Elementary School. Motion passed_ to have the Engineer give an
estimate on the cost to releive this condition on 5th. Ave.
M tion passed to have the Telephone Company install. the
phone system as they presented in detail at a previous meeting.
Building committee was appointed to designate where the
phone office shall be located in the building.
Letter read from the Northern Pacific R.R.Co. in regard to
accepting north lath. Ave. by the City. Letter read in answer
to the N.P.CO from I'•1r. Drake City Engineer, letters on file.
