Regular meeting of the City Council present Mayor Mooney, councilmen Curran, Alex Thornton; For lack of a quorum the meeting was adjourned until April 6th. Adjourned meeting Wed. 6 th. day of April, 1955. Present Mayor Mooney, Councilmen, Curran, Randall, Schultz, Shaffer and Thornton; Minutes read and approved of the last regular meeting; Discussion was had on the installation of a 1011 main for a new Furniture Factory to be located in the south end of the city, this size main would be required for the complete sprinklered building, the renewing part would be paid for by the water department ,arid the extension would be borm by the property owner, half the cost. Motion passed to have the city attorney negotiate for a twenty foot easment along this property for a water main if necessary, . Motion passed to have the city attorney take an option on 3rd. ave. extended for a 66 ft. street. Clerk was instructed to place circle on calander for 1/31/56/. Vote of thanks extended to Fred Meadowcro£t for his good work in the interest of the city, by developing the south part of the city limits by factory sites. Petition received from Ralph Leber and his wife requesting his land be annexed to the city and place it in the manufact- uring zone.The option to make 5th. ave. into a street has to be acted on before Dec. 31, 1955• The request of Bob Stoneburner to lay a water pipe up j Carter Street is not feasible because this part of the street is an easment , the water cpmmittee recommended it to be placed on Walnut Street West from Reiten Rd. to Alexander Ave. , 4his is a street of 60 ft. Motion that the matter of a revolving fund for water mains be placed in the hands of the Water committee and the city attorney for action. Motion passed to lay 6" water main on Walnut Street from Reiten Rd. to Alexander Ave. and city to pay half and property to pay other half as they connect. Motion passed to place in hands of water committee for the replacement of old wooden posts at large reservoir with iron posts. Further study of the request for a parking zone for Mr. Button. Motion passed to permit the American Legion to place small flag brackets on the light standards. Mayor appointed committee to work with the Legion on a road- way on the north end of the Park grounds, so that they might have amcess to their proposed community building. Resignation received from Councilman Earl Lamb of April 6, 1955, by motion passed accepted and the council elected Mr. Carl Pozzi to fill the vacancy of Mr. Joe Blessing,councilman Blessing had not attended several meetings. , and by motion passed was declared vacant. Motion passed to accept a side sewer license of Jim Biggar of the Kent Cement Block Co, on the approval of the Sewer Superintendent. Letter read from the attornt s of P. S.P.&.L.CO stating that the Company would agree, if tCity would dismiss the condemnation suit, it would give us 90 days notice of any proposed sale of Puget Properities cotered by our condemnation suit. Letter from Mr. Thorgrimson special council for the city say- ing that he thought this was the best offer we could get from Puget Power, that the 90 day notice would give us sufficent time to hold another election, and start another condemnation suit. Motion passed to approve proposed settl_em(nt on condition that the other three Cities involved also approved. continued Sol continued; Motion passed to adopt Ordinance # 899 for streets, from the Northwest Metal Co and approving and accepting a grant of easement from Northwestern Improvement Co. Motion passed to instruct the Engineer to advise the N.P.rail- road Co that they had violated the Franchise ordinace by not having 4th. ave passable before that started on First Ave. North with the construction of their spurr tracks. Motion passed that the council upholds the improvement by sidwalks and drainage on Central Ave. , and will continue same and for all city officials to cooperate with the Chamber of Commerce in their work to further the improvement. Motion passed to adopt Ordinance # 898 for Off Street Parking. Motion passed to accept the N.P.Railroads Company permit for alley purposes, and for the Mayor and Clerk to sign same. this alley on the West side of the N.P.Tracks from Titus St to Gowe St and for the property owners to pay for the construction of a bulkhead. Motion passed to call for bids on a bulkhead along the tracks between Goew St. and Titus Streets. Mayor Mooney announced that he was going to Washington D.C. a;w attend the hearinp, on Eagle Gorge. Dam, and assured Council- man Shaffer that the -would be no expense to the City. Mayor Mooney submitted an overall water program, to Council- Man Curran, and his water committee for futher consideration of more waters source.
