HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 04/19/1954 MO 654 Kent Washington April 19, 1954• Regular meeting of the City Council present Mayor Mooney, Councilmen Curran, Lamb, Randall, Schultz, Shaffer, Thornton; Minutes of the last regular meeting, and a special meet- ing of April 14th. read and approved and placed on file; Report of officers by motion placed on file , Budget , Treasurers and Clerks; Finance committee reported on the survey they made on the applications for city insurance bu'ltness, the report was that Holmes insurance agency be given a share in the city insurance buisness, he was the only one that qualified under the program that has been effect. Motion passed to instruct our supervising agent that Holmes Insurance Agency be included in the contract. Letter read from the County Commissioners giving the City permission to dump garbage at their Bow Lake Dump for one month without charge, but here=after the charge would be 20 cents a yard. Letter read from the State Pollution Control Commission stating that they would like to be informed if we selected a new dump site. Motion passed .to refer the dumping to the Health and Sanitation Committee for action. Motion passed to have the City Dump bulldold and pay up to and not to ebeed $40.00 and Mr. Stevens pay he rest. Mr. Stevens also handed in his resignation as dump caretaker, as of Saturday April 17th. Letter read from General Insurance Co. in regard to a wreck the 'city grader and a car owned by a Mr. Fisher, the insurance Company paid $$100.00 on the claim, and notified the council that there was a $50.00 deductable clause to be paid. This claim was settled without coming before the council, which the council and the city attorney did not think was right. Motion passed to instruct the clerk to present it to the attent- ion of Mr. Bell our supervision agent. Mayor Mooney instructed all heads of the various Departments to notify the City Attorney of all actions of this nature right after it happens. Letter read from the Kent M.E.Church in regard to the Dedication Service of Methodist Fellowship Hall to be held May 2nd. at 3 ;30 P.M. and requested as many present as possible. Bids were opened and read for the construction of a fire station on Scenic Hill. Three bids were received, Busch Construction Co. $6486.94; McIntyre Construction Co $6988. 55; Workman Bros. Construction Co $7054.47; Motion passed to refer all bids to the Finance & Fire Committee for study. Petition received from property owners along Kenosia Ave, . for vacation of same. Motion passed to instruct the clerk to refer the petition to the Planning Commission for their approval to the Council in writing. Mr. Ionson appeared at the meeting requesting permission to hook to the sewer. Motion passed to grant the request , under the supervision of the Engineer all work to be paid by Mr. Ionson, and for the Engineer to prepare a waiver for Mr. Ionson to sign in regard to any futhere LID for sewers, that he would be expected to pay his proper share as if not hooked to the sewer system. Mr. Dunbar requested of the Council for acceptance by the city a street that he was improving, the request will be grant= ed when street is brought up to specifications of the Street ordinance. City Engineer was instructed by motion to have specifications and costs on the Kennebeck Culvert ready at the next meeting for study. Motion passed to instruct the Engineer to give estimtes on cost of alley improvements in Block 16 W.C .I.Co' s First Add. , and set it up for the clerk to collect money and hold in escrow continued Continued; until the job is completed. Motion passed to .make a charge of $10.00 for sewer connection to be inserted in the new sewer rate ordinance. Ordinance .# 8?4 read and by motion passed the unanimous vote of the council present, regulating the use of sewers and drains. Motion passed to have printed and purchase 500 news papers for the purpose of having printed sewer ordinances on hand for the Clerkts Office. Ordinance No. 875 passed the unanimous vote of the council present for the adoption of a sewer rate ordinance. Mr. Kramer of Carey & Kre- er Engineer of the Treatment Plant stated that Mr. Livenston of their office talked to the four persons the council submitted for Plant operator, and stated that they had hired Mr. Clements. for the inspection as the plant proceeded.Some members of the council objected on .the grounds that they thought that the Engineers would submitt their findings to the council for the appointment, of the local inspector.
