Minutes read and approved of the last regular meeting;
Report of officers read and filed, Police report , Annual
Fire Report , and Library Report for the year of 1953 .
Tlotion passed to instruct the clerk to write a letter of
, appreciation for the report and the fine work that has been
done during the year of 1953 , by the Library Department ,
fire department.
The loading zone at West I-leeker was recotm-fended rejected
at this time by the Police Committee.
Motion passed to discharge the dog-catcher as of. December
31, 1953 , reason of lack of attention to his work, and the
clerk to write a letter to Mr. Depart the present dog catcher
stating bhat. his services was no longer required, and he has
received his last check.
Hearing was opened in regard to a vacation og a portion of
West Shinn Street. A letter was read from the gent Planning
Commission stating that they were against the vacation of
any portion of the Street, a letter from the Kent Chamber
stating that they were in favor with the vacation, and urged
that the council_ take action. Tvir. Dunbar appered before the
council requesting them not to grant the vacation, owing to
the fact that the Planning Commission had suggested that
Shinn Street would make a means of a through street in the
future.Dr. Roy Rugg chairman of the Planning Commission also
protested the vacation. Hearing was declared closed, and
quite a discussion followed by the council, Ordinance read
for vacation, and motion passed by roll call vote to change
the ordinance and continue the hearing, Blessing, Curran,
Schultz , Shaffer, Thornton, voting ,%ye , and Lamb , and Randall
voting n4y.
Motion passed to instruct the clerk to return the bid bonds
of all but the three lowest bidders on the Sewage Treatment
Plant.
1-lotion passed that the bids and bid bonds of the three low
bidders on the sewage treatment plant be held by the city for
a period of 45 days from January 18, 54.
Officers of H.P .Pratt RL Co made a report on the financing
of the treatment plant , and submitted an ordinance for the
issuance and sale of 4p270,000.00 of sewer revenue bonds.
Ordinance No. 871 read and passed the unanimous vote of the
council present. , for the issuance and sale of p270,000.00
of Revenue Sewer Bonds.
Motion passed to have an adjourned meeting on Wed. 7;30 P.M.
Feb.3rd. for purpose of discm.ssing the treatment plant bid
with the low bidder the firm of Ostruske-Murphy of Tacoma.
Application from Air. Clements for a position at the now
sewage treatment plant when constructed. 11otion passed to
place on file.

Adjourned meeting from February 1, 1954
All councilman present except Randall;
Meeting called to order by Mayor I,iooney for discussi6nn with
Ostruske-Murphy low bid contractors on the sewage treatment
plant. Various questions were answered by Mr. Ostruske and Mr.
Murphy in regard to the construction of the plant , and the
previous contracts that thieve firm has completed, all
questions of the council being favorable answered, T�Iotion
was passed to instruct the clerk to write them a letter
of intent for the awarding of the bid, if and when the bonds
are sold.
