Regular meeting of the City Council , present Mayor Mooney Councilman Armstrong, Pozzi late, Randall,. Seeman, Shaffer, Thornton, VanBevers. Minutes read and approved of the last regular meeting; Report of Officers read and filed, Budget , Treasurer' s and Clerk' s; Councilman Thornton reported to the council that his committee had a meeting with the Highway Engineer, on the improvement of certain streets. and extensive program for street improve- ment by the State Hiway Dept , was submitted by the Street committeeto the council for approval , . Motion passed to approve the recommendations of the committee, and for the clerk to forword it on to the engineer of Highways of this division, and to write a'.letter to advise us on the improvement of James Street in side the city limits, and also outside to the Benson Highway. Councilman Seeman reported that the police committee had a meeting with the Civil Service Commission, in regard to new regulayions on civil service for the police department. Councilman Randall reported on the street light improvement to be installed by the Power Co, on North Central, South Central, East Smith St. and West Meeker, they informed him that the extension brackets were to be shipped about July 1st. Motion passed to have Councilman VanBevers have a conference with Mr. Blake in regard to havying and easment for a blowoff valve on his property for the draining of the mainline in case of a break. Ordinance # 808 read and unanimously passed on its second reading for declaring an emergency for payment of salaries, from the Current Expense Fund and Water. Motion passed to purchase a piece of ground at First Ave. south and Crow Street from Park Funds and for park purposes. for the sum of $265.62. Alex Thornton was unanimously voted as Mayor Pro Tem by the Council. Motion was passed to extend to the Cornucopia committee , permmission to hold a street dance and a parade. Motion was passed to have the clerk call for bids on laying a water main on the webtr hiway, and connecting to Third Ave. south Motion was passed to appoint Mr. Branuswheig dog catcher. Motion passed to construct a dog pound at the City Dump for the care of dogs that were picked up. Motion passed to have the Clerk call for bids on a machine to address cards for the water and garbage departments,and for other general office work. A committee from Thomas was present and requested of the Council, for the sale of a piece of land that contains a spring for their use for futher water supply. City Attorney reported to the council on the new law, in regards to having vacant property and owners remove all fire and health harzards from same. Mayor appointed a special committee to study the law, and for recommendations. Bids were opened and read on the LID 228 for sewers in North Park, and a line that is paid by the City for the connection of the district to the main trunk on ShinnSt. The following bids were read from. , For the connectin sewer; Ace Construction Co, $3911.60. Lario Libri Co, 3563.75; Joe Coluccio Co. $3100.25; Gorig & Russell Co, $3498. 50; Matt Mataspina Co $3399. 50; R.L.Moss & Co; $2731.00. the Council recessed for one hour to consider the bids, . Bids on the LID 228 Gorir & Russell Co $17209.00; R.L.Moss Co $14066.20. council rgconvened, and by motion of the unanimous vote of the council the bid was let to the R.L.Moss & Co. it being the lowest bid, this bid was about 35% higher that the 186 estimate of the engineer about two years ago, but owing to the fact that there is a tremendous health mence in this part of our city, and 46 property owners out of 54 signed the petition for the improvement of their property by construct- ing sewers, the council as a whole feel that it will be a great benifit to the property of North Park. Motion was passed to have the Engineer and City Attorney proceed with the LID as law provides.
