Regular meeting of the City Council present, Mayor Mooney, Councilmen,Edline,Farman, Morrill, Seeman, Sells, Thornton, Worth. Minutes. of Feb, 16, and 20th. read and approved; Report of Officers read and filed; Building committee reported that a start was made on the new building. Councilman Farman reported that a Mr. Johnson owning land next too the Sewage Disposal Plant site, would like to have the City pay for half of the line fence between the two properties, that was much in need of repair. Motion was passed to accept half of the cost . Light committee reported that the new street light system was not up to standard yet , in regard to the amount of light given, and the poles on Central Ave. were not painted as yet. Water committee reported that they recommend the request of Mr. Walmsley, and Mrs. Marlowe be granted to install water mains in their new additions to Kent. Motion passed to grant their requests. Councilman Morrill reported that the well program was in the hands of the City Engineer to further the project. Letter read in regard to having the cross walks painted in front of the Hi-School, and the placing of garbage containers on North Central between Smith St. And James St.By motion passed the painting was plauelin the hands of the Police Com- mittee, and the garbage cans placed in the hands of the sanitation committee for action, and report at the next meeting. Report from the Chief of police in regard to the accidents that have accured at the R.R. Crossings the past several years. A message of veto was read to the Council, applting to an ordinance introduced at the .last regular meeting, declaring an emergency, making an appropriation and providing for the issuance of warrents for the Police Department of the City. Two emergency ordinances were submitted by the City Attorney, one for the payment of J .O.Allread, and one for the payment of F.M.Imhoff, by motion of the council and passed to place the two Emergency Ordinances on their first reading. Resolution read as to fixing the date of the hearing of the two Emergency Ordinances and passed by motion, to adopt resolution as read. Motion made and passed to enclude the Mayor' s veto message to the Council,as part of the minutes of this meeting. The Mayor' s veto to an ordinance of emergency raising money for the Police Dep�,passed on its first reading, the 16th. day of Feb. 1948; is attached and is a part of the minutes of this meeting. . Petition against the installation of parking meters in the City of Kent, signed by 100 citizens and buisness men, read and placed on file, by motion. Motion made and passed for the clerk to read an ordinance of repeal to ordinance # 791 relating to traffic regulation and parking meter zones. Ordinance repealing ordinance # 791 read and was placed on its final passage by roll call vote, Councilmen Edline,Farman,Morrill Sells, and Worth voting yea, and Seeman & Thornton voting Nay. City Attorney read a party wall agreement between the City of Kent and the IooF lodge. Motion passed for to instruct the Mayor and Clerk to sign same. Police committee recommended the discharge of Joe Nelson as the official city dog catcher and dump supervisor, that he could not handle the job.Motion passes to plane Mr. Turcott in this position. , and to have a City phone installed at the Dog Pound. Bids were opened and read for the plumbing and Heating of the new Fire Station, and alteration of parts of the present City Hall F.H.Reynolds $9,474.38, Ted Cavanaugh , $8,100.00 and Mac Boyker $7, 590.00. The Bid was granted to Mac Boyker by the unanimous vote of the council, for the amount of $7, 590.00. CLAIMS PRESENTED AND ALLOWED AS FOLLOWS; except claim of E.G.Forbes for $72.90 and Donald W.
