Regular meeting of the City Council present , Ty=eyor Dunbar,
Councilmen, Edline , Farman, Morrill , Sells , Shoff, Thompson,
Worth.
Minutes read and approved of the previous meeting.
Report of Officer read and placed on file , Clerk's Treasurer
and budget.
Councilman Thompson recommended to the Council that the
easment through the property of Chet Williams for a water pipe
to flush the sewer on the ally between 2nd. and 3rd. eve. be
reduced to a five foot strip , instead of ten ftl.By motion
it was passed as recommended.
The action on the petition of Gerry Epperson and Leo Armstrong
for the Council to call for a new election,and use paper
ballots.The City Attorney Mr. Thatcher instructed the Council
that as for as he could determine , the law did not permitt this
Council to call for a new election, or to void this election,
that was held in the March 11 , general election, and if any
action was taken it would be up to the new Council.
Mr. Ringold an attorney from Seattle , that was defending the
petitioners declared that we had held no election,and the
council should take action on this petition,or they would have
to cite the council into court to hold a hearing on said petition.
Motion was made by Councilman Edline and passed by five votes
Mr. Worth and Mr. Farman refraining form voting owing to the fact
that the petition was directed at them.Nir. Mayor, I move that a
hearing on the petition of Leo Armstrong, and Gerry Epperson,
requesting this council to hear, and determine a contest of the
gemeral election March 11, 1947 , be denied, upon the grounds t
that this council has no power to act in the matter.
Letter received for Mr. D.E.Sergegeant Supervisor of Public
Institutions of Olympia ,refusing the offer of b5000.00 for the
Cannery that is now owned by the State and on the City' s property
but indicating that they would accept an offer of $, 7500.00.
Motion was passed for the Mayor and clerk to make an offer of
the above amount , as requested by the state officials.
Street Committee recommended to have the Engineer look over
the ditch on the Hi-way at East Titus at. to see which way to
drain the water before it could be filled in.
Motion of the unanimous vote of the council ,resolution T1 279
adopted for the approval of an annexation and to post hearing
notices according to law.
Motion was passed to take the tabled motion off the table of
the building program from last meeting that was held up for
further consideration,and to let the public have a chance of
looking over the plans in the clerk' s office ,in which four in-
terested persons checked them over out of approximatly 200
people that seemed to oppose the council in the going ahead
with the final planns for the construction of a fire station
and alteration of the City Hall.After some discussion on the
plans of the building project ,the people attending the meeting
seemed to be very much in favor of the council going ahead
with the proposed final planns of the building,motion was made
and passed for the architects to proceed with the final planns.
Councilman Worth Submitted plans for a better street light
plan to increase the street lights and improve the present system,
and recommended to ttre council that they adopt this plann as has
been worked out by the street light committee ,and money has been
appropirated in the current budget for same .Motion was passed by
the unanimous vote of the council to instruct the Clerk to call
for bids on the proposed plan.
