Regular meeting of the City Council ,present Mayor Dunbar Council-
men,Edline ,Farman,hiorrill ,Sells, Shoff,Thompson,Worth .
Minutes read and approved of May 20th . 1946.
Councilman Edline reported on the progress being made in regard
to -the purchase of the three acres for the sewage disposal plant,
and stated that if no agreement could be decided upon,that at the
next regular meeting he would recommend condemnation proceedings.
Councilman Shoff made a motion to have the mintLmum rate for water rc
changed to $1.50 per month regardless of the fixtures in a house.
Motion passed to have an amenment to the water ordinance drawn by It
the Attorney as such.
Councilman Farman brought to the attention of the Council ,and ask
the clerk to read a letter from the chief of police ,in regard to
the dog condition,he recommended that all dogs be on a leash or
be accompaned by their owner,whether they be licensed or not ,and
that our 'dog license be some what stricter.Mr. Bauer reported to
the council his v&&w point on the dog condition, the question was
referred to the police committee for action.
Motion was passed for the P?S.P.&.L.CO to install a stop & Caution
light at Central & Titus St.
Councilman Morrill reported that a packing firm on North R.R.
would like permission to build on an unused street.
v Motion was passed for the engineer to proceed with the preliminary
plans of our sewage disposal plant ,and submit them to the Wash-
ington State Development Board for funds earmarked for such purposes
A letter was read from the State Pollution Committee in regard
to the dump ,was referred to the Health & Sewage Committee.
Ordinance # 763 declaring an emergency appropriation for the
Street Dept ,for maintenance and Outlay, for $20 ,000.00.
Ordinance # 764 passed the unanimous vote of the council ,creating
a planning commission.
Petition received from the property owners on west Titus Street
between second ave . and fourth ,for the permission to pave .Motion
was passed to have the engineer give an estimate of the job.
Roy McHugo requested the Council to have the engineer stt grade
stakes ,and estimate for a' sewer lateral from Meeker St. running
along the Hi-way to shinn St .l�;otion was passed to instruct the
engineer to give an estimate and set grade stakes for sewer.
Mr. John Hauge registered a complaint with the council , stating
that if he could not controll the dump ,he could not continue with
his contract,also the attorney stated that it was impossible for
the garbage collector under the ordinence ,to keep the dump in good
shape unless he had control over same.
Motin was passed to construct a gate across the road leading in-
to the dump,and place a lock thereon,and give the keys to the
Mr. Hauge the City Collector of Garbage ,and for the Clerk to have
a notice printed in the paper in regard to the action of the
Council in regard to the restrictions on the dump.
Mr. Bouldron chairman of the Park Board was present at the meet-
ing and praised the Council on its very fine action they displayed
in regard to the cotroversey over the fish pond in the Park.
Bids were opened and read for the purchase of Lots 6-7-&8 Block
17 W.C. I.CO.1st.Add. to Kent ,One bid was received from Mr. Horce
Omey,for $400.00 )Motion was passed to accept the bid ,and the Mayor
and Clerk were instructed to sign a deed for some.
Servicemens Club requested the council to place a plaque in the
front Hall of The City Hall,this request was placed in the hands of
the building committee for action.
