Regular meeting of the City Council ,present Mayor Dunber,Council- men,Edline ,Morrill,Sells ,Shoff,Thompson,17otth. Minutes of Sept. 4 and Sept. 7 read and approved; Reports of Officers read and filed ,Budget ,Clerk's and Treasurers. Councilman Sells recommended that a catch basin be installed on East Gowe Street to take care of the surplus water that covers the walk in front of-Mr. Patten' s place ,and have the street graded to lower the dirt along the walk. A letter of complaint was received from the Pre-School in regard to the dangerous condition of the fish pool in the - City Park as to children . falling into same ,the letter was placed in the hands of the Park Board for action. Mr. Clark chairman of the Park Board made a report on the plans that the committee was formulating for improvements to the parks in the future ,end recommended that the council place and additional $1000.00 in the buddet for that purpose ,by motion it was placed therein. Ordinance No.753 passed by the unanimous vote of the city council to raise by emergency,$550.00 for an extra man to work on the streets. Mr. Staples not being able to obtain a bond for the collection of garbage ,forfeited his bid,and by motion by the council it was awarded to the next lowest hiddet, Mr. John Hauge ,under the same conditions. Motion was passed by the unanimous vote of the council present ,to have the city attorney draw up an ordinance fixing the service charge at .10cents per tap for and above the bid accepted for the collection removal and disposal of garbage . Motion made and passed to allow the contractor the amount of money prescribed in the Engineers final estimate on the ditching and culvert contract in North Park Add. to Kent.The sum of $3328.97 and 15% to be held for 30 days. Motion was passed by the council to apply for the State grah3t, allowable to cities for public works ,for the purpose of construct- ing a sewer disposal plant to the specification of the State Health Dept.as required by law. Motion was passed for the City Attorney to draw up and ordinance creating a cumulative fund of 3 mills from the vaulation of each dollar,for the purpose of a sewer disposal plant ,and to amend the Cumulative ordinance on the building fund to read 3 mills instead of four mills. Motioji was passed to adopt the pdtthimary budget for 1946,8nd in- structed the clerk to have two notices published as to the hearing: of the .final passage of the budget,next regular meeting of the eouncil. October 1, at 8 o'clock in the council chambers at the City Hall. .
