Ry. 00 .4 franchise ,for spur track on Sec . Ave . No . , placed unon its final passage and carried by the unanimous vote of all of the Councilmen present . THE FOLLO!,"IING RESOLUTION, calling special election to -vote on a $125,000 .00 Water Works Bond Election , was read and adopted unanimous. IT IS RESOLVED, by the City Council of the City of Kent , a city of the third class , located in King County , State of Washington, THAT: A special election shall be held in said city and in each of the severql voting precincts therein on Tuesday , the llth. day of X March, 1930 , at which election there shall be submitted to and voted upon by the qualified electors of said city for their ratification or rejection, the proposition of Rklarging and Repairing the Pres- ent Water Works System of the said city by the appropriation of a further water supply , the further development of the springs consti- tuting the present source of water supply , the laying of a larger and additional of water main from the present source of supply to the present storage reservoir for impounded waters and the present service reservoirs , and providing larger storage capacity for imp- ounded waters at or in the near vicinity of the present storage res- ervoir of -the said water works , and erect a building for a work shop and ware house , and do such other necessary work as is incident to and necessarily a part of the v,ork above contemplated; also the in- curring of an indeptedness by the said city and the issuance of Snec- ial Fund Utility Water Bonds for the purpose of defraying the costs and expense of so enlarging, repairing and improving the said water. works , all- as provided by Ordinance No. 603 of said City. IT IS FURTTEMR RFSOLVED: That by reason of the present water pipe linehaving been constructed in 1910 , of 14-inch wooden stave pipe , for a distance of about ten miles from springs near Lake Sawyer to the said City of Kent , it has become , from long usage and wear , badly deteriorated and is in need of almost constant repair; that the said pipe is inadequate to furnish sufficient water for the needs and uses of the inhabitants of Kent and the users of water supplied by the said pipe , and is liable at any time to leakage to such and extent as to entirely deprive the City of Kent and its inhabitants of the efficient use of their water system, thereby creating a situation constituting an emergency , which emergency is hereby declared~ to exist and it is necessary for the preservation of the Dublic health and safety that an electtbn be held as soon as possible to vote on said proposition. IT IS FiJRTJ i'R RESOLVED: That an emergency exists for the calling of said election to vote upon the proposition above set forth. There shall be placed upon the ballot to be used at said election a statement of the proposition submitted substantially as follows: SHALL THE CITY. OF KENT I! PROVE ITS WATER WORKS AND ISSUE NOT TO EXCEED ONE HUNDRED AND TWENTY] IVE THOUSAND DOLLARS UTILITY WATER BONDS TO PAY THEREFOR. Yes No . . . . . 358 IT IS FURTHER RESOLVED: That the' City -Clerk be and he is hereby instructed to furnish the Election Board of King County, a copy of this Resolution and Ballot Title at least. forty-five (45) days before the date of the proposed election.' Ordinance So. 603 , providing for a special water works election as per Resolution 'above , read and upon motion placed upon final passage and carried unanimously. Petition for street 'improvement on No. Third St. , read and refered. Upon motion the Clerk was authorized to have the upper floor win- dows cleaned. The Mayor apointed r.2r. J. A. Fallgreen Building Inspector, which apointment was , upon motion , confirmed by the City Council. Ordinance No. 602 , providing fees for building permits , was read and upon motion elated upon its finial passage and carried by the unanimous vote of all of the, Councilmen present . Upon motion the matter of the purchase of new tires for the Fire Truck was refered to the Fire Committee with power to act . The Fire Chief was , upon motion , allowed an alierage per month of the amount spent during the last four months , for gass & oil .
